How to Get a Dragon Soul Without Miraak Stealing It

After being repeatedly destroyed by the serpentine dragon at The Fate of the Skaal, I decided to go back to Skyrim and level up a bit before taking it on again. I went to meditate with Paarthurnax, only to find a frost dragon flying around High Hrothgar. I brought it down, and Miraak stole its soul. It was a bit frustrating, but I didn't think anything of it. I did a couple of side quests and eventually encountered another dragon in Riverwood. The same thing happened - Miraak stole its soul after I beat it. The same thing happened later near Solitude. Will Miraak steal every single soul until I beat him? Or is it random? Thanks for answers.

Actually... he won't take them all, it just seems like it. He'll take about 75% of them though, which is bad enough and the percentage is high enough that he could catch a nice roll and really rob you blind, but eventually one will get through.
If you are starved for Dragon Souls, head back to Ustengrav if you haven't already. You can activate the pedestal where Delphine's note was and snag a soul that Miraak can't touch.

Also, there's a dragon mound on an island along the east coast of Solsthiem with a dragon perched, just north of another island with a little riekling encampment on it. I've had really good luck taking that dragons soul without Miraak interfering, but no guarantees.

I'm happy to be corrected on this, and I hope it's true for others. I've heard that he doesn't take them all, but it doesn't match my experience. Miraak has taken 100% of the dragon souls from me, every time. When I first got the DLC I had spent all of my souls and couldn't activate Bend Will. After going back and forth to Skyrim for dragon hunting I finally gave up and used console commands. Maybe mine's just broken.

Miraak tends to take the souls of dragons that are guarding the word walls. If you're out in the wild, he probably won't show up. My experience was that he would take about 1/3 of them.

Ya, that's why I never start Dragonborn until I have at least three souls in my pocket. I had to come up with two souls one time and it was BRUTAL. Never again.

I had one character who had exactly 5 dragon kills at level 32. Weird how that happens.

I seem to always have a glut of souls until I decide to unlock a bunch of my Shouts. My thinking: I'm killing Dragons left and right... getting a few for Dragonborn won't be a big deal, I should be able to unlock a few of these Shouts without worry... WRONG!

I seem to run into more Dragons when I fast-travel. Last few builds I wasn't doing any fast-taveling and Dragons seemed scarce to me. My current build is fast-traveling like a mofo and they are popping up everywhere.

I've also read that Dragon frequency is at it's highest right after you complete Throat of the World. Which makes sense.

Yep, I've beaten Dragonborn now. I can't tell you how satisfying it is to watch Herma-Mora impaling Miraak like a kebab.
